We need to make sure that each and every member of the team is equipped with the required knowledge.  If a learning culture is introduced this could be achieved.  With a learning culture the members will be knowledgeable about the business goals.  Developing a learning culture will definitely be an investment for an organization. 
In developing such a culture the below facts will be useful.
1.    Initially plan out what the employees and employers require to learn.  Formal eg. Proper training programmes, e-learning sessions, circulars and guidelines and informal knowledge sharing sessions to gain the knowledge that is required.
 2.Evaluate the  present learning approach – how the employees are presently acquiring knowledge and the subject matter;  which will assist in indentifying any probable gaps
3. Assess what the employees are interested to learn.  Conducting a survey through a proper channel is an effective method in doing this.
4.  Assign a subject matter champion, the knowledge could be distributed efficiently.  This could be of middle level or operator level-  in financial organizations we could allocate the job to assistants or executives.
5. Ensure training is interesting and user friendly.  We see e-learning accessible through mobile devices to suit anytime and place.
Accessibility also encompasses awareness of where training happens. When you’re launching a learning program, make sure to tell your employees that courses are available and where they can find them. This will make the whole process as simple as possible for your learners. 
6. Emphasize that  knowledge is key.   Mentoring, regular trainings, knowledge sharing should be a constant process
7. Provide time for learning- In my organization one goal for the  employer is to ensure that each employee is allocated at least 48 hours of training hours per annum
8. Try out Multiple learning methods like  Case studies, workshops, role plays or a combination could be effective in inculcating on best practices, latest developments etc.
9. Create learning a part of daily life and routine.
10.  Make learning fun and  interactive also would be interesting to employees as they like to be in groups.  Among the groups small competitions could be effected with small prizes
 11. Recognize enthusiastic learners and reward them appreciating their time spent on it
12. Ensure learning is a continuous process with examples from leaders i.e. management also should be involved in the process
13. Proper feedback recognizing the learning levels and requirement for improvement

    Organizations get ultimate benefits through facilitating the learning and development facilities for their employees. They will give their best outcome towards the organization using the knowledge they have which is the end result of the learning process. companies should always provide opportunities to their employees to improve the knowledge which implement a learning culture within the companies.
